Declining Balance Cards Sunsetting in Fall/Winter 2023

To support our efforts to streamline UCLA purchasing, the Declining Balance (DB) Card will be decommissioned in December 2023.  


Overview

A DB Card is a pre-loaded Visa that functions similarly to a debit card. It is commonly used to purchase advertisements that require numerous microtransactions (e.g., Facebook, Google). 

Why Are We Sunsetting DB Cards?

DB Cards were implemented more than a decade ago to address efficiency issues in the legacy PCard reconciliation process—reconciling dozens of microtransactions was incredibly time consuming for PCardholders. 

However, Concur’s new PCard reconciliation process allows these transactions to be managed in just a few clicks! Most DB Card purchases can and should be made with a PCard.  

Timeline

The DB Card will be phased out over several weeks: 

  • Starting Monday, October 30: New DB Card applications will no longer be accepted. 
  • Starting Monday, November 13: Funds can no longer be added to existing DB Cards.
  • Monday, December 4: All active DB Cards will be suspended. 

After December 4, outstanding DB Card funds will be returned to the cardholder’s department. Additional information will be provided in a future communication.  

How to Prepare

Please begin transitioning DB Card purchases to your department’s PCard.

If your unit does not have a PCard, review our PCard Application knowledge article. To avoid purchasing delays, applications should be submitted as soon as possible but no later than November 13.  

NOTE: MTurk purchases are unable to be made with a PCard. Additional instructions will be sent to DB cardholders who have made MTurk purchases in the last year.
