Small Business Subcontracting Plan
For projects directly or indirectly funded by federal agency (i.e., NIH, DoD, NASA, DARPA, U.S. Navy,) FAR Subpart 19.7 requires a Small Business Subcontracting Plan. If the UCLA proposal is expected to exceed $700,000 for the total contract period of performance, a small business subcontracting plan is required either with the proposal submission or during the pre-award negotiation stage. This requirement is noted in the agency’s solicitation.
To submit the small business subcontracting plan to Campus Purchasing, a department must:
- Include a $1 J-class requisition by using VCK #999990001.
- Attach a completed Small Business Subcontracting Plan & Reporting Checklist (see Related Information) with required backup documents attached to the J-class requisition when submitting via BruinBuy.
Small Business Subcontract Reporting
For projects funded directly or indirectly by a federal agency (e.g., NIH, DoD, NASA, DARPA, U.S. Navy) which include a Small Business Subcontracting Plan, Campus Purchasing is required to report small business actual project spend data via Electronic Subcontracting Reporting System (eSRS). FAR Subpart 19.7 requires that an Individual Subcontracting Report (ISR) and a Summary Subcontracting Report (SSR) be submitted by April 30 and October 30 every year until project completion.
For projects funded directly or indirectly by the Environmental Protection Agency (EPA), Form 5700-52A for minority business enterprises (MBE) and women-owned business enterprises (WBE) utilization must be submitted by October 30 every year until project completion.
For small business subcontract reporting, the department must submit:
- A $1 J-class requisition by using VCK #999990001 on April 1 and October 1 during the period of performance.
- The signed Small Business Subcontracting Plan & Reporting Checklist (see Related Information) with required backup documents attached to the J-class requisition when submitting via BruinBuy.
